Talking the talk: language for learning in higher education

Do you remember when you started university, and you were expected to use a whole new language? We don’t just mean new nomenclature such as ‘seminars’ or ‘tutorials’, but language that can help you make a clear argument or disagree politely with a classmate. This language, or educational dialogue, and in particular disagreeing politely, is critical to be an engaged citizen in a healthy democracy, without otherwise descending into unhealthy practices such as ‘cancel culture’ as recently highlighted in the media. In this blog post, we argue that universities have a responsibility not only to teach students how to talk in an academic context, but also for this teaching to be discipline-specific and embedded in the disciplinary study where possible.

There is a long-held misperception that all students who start university are able to talk the talk of the university, that is, they have the language skills, the terminology, and the confidence to articulate their opinions from their first day. This is just simply not true for many undergraduate students. Having English as a first language is also not necessarily an advantage. Bourdieu et al (1994, p8) said, “academic language… is no one’s mother tongue, not even that of children of the cultivated classes”.

What do we mean by language here? We have drawn on the pedagogy and research from compulsory school education, namely the work of scholars at Cambridge University. Their work on educational dialogue has been successfully incorporated into school teaching with impressive results. Educational dialogue here refers to communicative acts such as agreeing, disagreeing, reasoning and expressing ideas. Research in school settings has shown that encouraging such dialogue can boost academic attainment. One study highlighted the relationship between elaborating on ideas and attainment in reading, spelling, punctuation and grammar. Despite this compelling evidence, similar strategies have been underexplored in higher education.

In our university classrooms, we hear students say things such as: ‘I know the answer, but don’t know how to phrase it’ and ‘I need to learn how to express my answer like that’. So, if students are themselves noticing a need for academic language, why are we so behind in the higher education context? And more importantly, what language do these students need? Do they all need the same academic language to confidently talk the talk? This is exemplified by the dialogue below between two engineering students working on answering multiple-choice questions together, an excerpt from our forthcoming research:

Student A:  Yeah, listen, we need to be able when we say “force”, to say why.  

Student B:  Yeah, to flip it.  

Student A:  Because we were right, like, C is incorrect, but we don’t say why it is not incorrect.  

Student B:  I don’t know how to word it, you know.

In our current research project, supported by a Nuffield Foundation grant, we explore whether pairs of Foundation Year students across Engineering, Psychology and Bioscience, engaging in discipline-specific multiple-choice questions, can learn to develop these academic language skills and the extent to which they can do this in an academic year-long intervention programme.

Our early findings indicate that while students are capable of using academic language, the forms they adopt vary by discipline. For example, consider one of the most basic interactions in academic discussions – giving and asking for reasons. Typically, the default marker for requesting justification is “why?”. The following extract from a psychology discussion illustrates this:

Student A:  Why do you think that is?

Student B:  Because, uh, if you got negative emotion, you know, so that is not called positive psychology. Yep, yeah, so I’m thinking about understanding like how to prevent negative emotions.

In contrast, in science courses such as biology or engineering, it was more common to use “how?” rather than “why?” when asking for reasoning. Consider this extract from an engineering discussion:

Student A:  Yes. Then the same as D.

Student B:  D? How?

Student A:  And then it’s…

Student B:  Oh.

Student A:  And this is…

Student B:  So the arrow goes this way…

Student A:  So then P goes this way…

Here, Student B not only asks for the reasoning by using “how?”, but the response unfolds as a sequence of steps outlining the reasoning process. This example also highlights another subject-specific difference: while psychology students typically expand on each other’s arguments or examples, engineering students more frequently build on each other’s equations, often with the assistance of pen and paper.

So, based on these snippets of authentic student dialogues, let’s return to the question posed at the beginning. Yes, all students can and do need to learn academic language to talk to each other and develop understanding, but the type of language depends on the discipline. Disciplinary differences can be seen in the way students build on each other’s ideas (eg long turns, short turns) as well as the words and phrases used. The evidence from our project shows this.

We argue that learning to talk the language of higher education should not be considered a prerequisite but instead, should be an essential feature of the higher education curriculum embedded within disciplinary studies.

Why is this important? Integrating academic language training into the curriculum can enhance students’ academic confidence, foster a stronger sense of belonging, and ultimately improve retention rates. In a post‐COVID world, where student engagement is waning, this conversation‐based approach may also help rebuild the social and collaborative fabric of university life.

Moreover, the skills developed through such training are highly transferable beyond academia. Students acquire essential discussion and teamwork abilities that prove invaluable in their future careers. It is important to emphasise that developing these skills requires deliberate training; we must not assume that students will acquire them without practice and guidance.

Although students may already use discipline‐specific language, targeted training helps them become accustomed to engaging in – and, more importantly, listening to – disagreement. These conversational practices become part of their repertoires, enabling them to generalize these skills across various contexts. As noted earlier, we must all learn to engage in constructive disagreement to counteract cancel culture. While the manner of such discourse may vary by discipline, developing these skills is essential for active participation in a healthy, thriving democracy.

Restoring academic values: a key for university effectiveness

This blog post is based on research into the effectiveness of higher education policy, published in Policy Reviews in Higher Education. The article, ‘Effectiveness in higher education: What lessons can be learned after 40 years of neoliberal reform?’, takes a systemic perspective to consider a range of roles needed for HE to function effectively in the more accountable HE environment of today (Kenny, 2025).

It focusses on three key stakeholder groups arguably most pertinent to effectiveness: government policy makers, university corporate leaders and the academic profession, with a particular focus on the academic role, as this is typically overlooked in much of the research into higher education policy, yet we argue critical to the effectiveness of the system.

A systemic approach to HE policy assumes that reform in educational systems is complex and unpredictable. It also accepts that different stakeholders may experience change differently, there needs to be an understanding of the different roles played within the system and how they interact. Of particular concern in this article is how the academic role interacts with other stakeholders, especially the government regulators and university corporate leaders.

For over 40 years, a top-down ‘command and control’ approach to change has been adopted in HE. Typically, when this mind-set drives change, the inherent complexities of systemic change are disregarded, and it is assumed the outcomes of a reform can be pre-determined. It largely ignores the relationships, values and experiences of other stakeholder groups, which systems theory suggests is not appropriate for effective educational reform (Checkland, 2012; OECD, 2017).

By contrast, this article points to research into effective organisations that identified four ‘culture groups’ as present in any organisation: the Academic, the Corporate, the Bureaucratic and the Entrepreneurial. Each of these has a unique values perspective from which it approaches the decision-making process. These ‘competing values’ determine the organisational values, but with the values of the dominant group tending to prevail. The research linked organisational effectiveness (or performance) to a “strong culture” defined as one in which the practices and processes are in alignment with the espoused values position of the organisation (Smart & St John, 1996; Quinn & Rohrbaugh, 1981).

For academic institutions such as universities, HE policy specifically identifies both Corporate and Academic governance as the two most important (Gerber, 2010; MCU, 2020; TEQSA, 2019a; 2019b; 2023). It follows that, in an effective organisation, a “strong culture” would be based on both the corporate and academic values having a more equal influence over decision-making.

Many of the current problems have arisen because, under the neoliberal reform agenda, with government policymakers aligned with corporate values, a corporate culture has dominated for the last 40 years. This has led to a situation in universities where corporate leadership dominates and academic leadership has been diminished (Gerber, 2010; Magney, 2006; Yeatman & Costea (eds), 2018).

The intention of this work is not to demonise any culture group nor argue for a return to a ‘Golden Age’ where academics tended to dominate. It proposes that, in the more accountable HE environment of today, from a systemic perspective the unique nature and purposes of universities as trusted organisation means each of these roles is important. It argues that across the system the government, corporate leaders and Academia, each play an important, but distinct role in ensuring the system, and universities, function effectively. For the HE system and universities to be effective, as opposed to more efficient, we need better understanding of these distinctions and more clarity about the accountabilities that should apply to each group (Bovens, 2007; Kearns, 1998).

This work pays particular attention to understanding the academic role. It argues that, with the domination of a corporate mind-set, which values control, compliance, competitiveness and productivity, academics are seen as “mere employees” (Giroux, 2002; Harman 2003), whose autonomy and academic freedom need to be curtailed (Hanlon, 1999).

This paper argues this situation has been exacerbated by the failure of the academic profession to define their role in this more accountable HE environment. The paper points to research that aims to fill this gap by re-defining academic professionalism in the more accountable HE environment, but in a way that does not sacrifice its essential ethical and autonomous underpinnings.

It further argues these unique characteristics of academic work, which have compelling implications for the overall quality of university education, have come under sustained attack from the rise of political populism (Hiller et al, 2025), increased disinformation and misinformation on social media, and the growing use of Artificial Intelligence (AI).

An extensive review of national and international literature identified four ‘foundational principles’ (Kenny et al, 2025) which present a definition of the academic role involving a holistic combination of academic leadership, shared professional values, and independence in scholarship, underpinned by a “special” employment relationship. The historical, political, legislative, educational and cultural context of any particular HE system, however, requires these ‘foundational principles’ to be translated into a set of ‘enabling principles’ to suit that HE context (Freidson, 1999; Kenny & Cirkony, 2022).

To test this empirically, a set of ‘enabling principles’ were developed for the Australian HE context as a case study. Kenny et al (2024) described how, in the three phases of this action research study already completed, a set of ‘enabling principles’ has been developed and incorporated into a Professional Ethical Framework for Australian Academics (The Framework).

This case study aims to re-define the nature of academic work to re-emphasise its contribution to the effectiveness of HE, both in Australia and around the globe. The Framework represents our current re-definition of the academic profession in the more accountable Australian HE context. However, the universality of the foundational principles suggests this approach might be replicable by researchers in other HE contexts (Kenny et al, 2025).

This work addresses the compelling question of the sustainability of the academic profession by:

  1. Providing greater alignment across the HE system between the broader social purpose of universities and the important role that academics play.
  2. Unifying individual academics as professional scholars through a set of common professional values and a justification for their professional autonomy and academic freedom.
  3. Contributing to the sustainability of the academic profession by enabling individual academics to better navigate the competing tensions within their institutions as they build their professional identity based-on transparent professional standards, adequate resourcing and accountability mechanisms that will minimise exploitative practices currently evident in the system (AUA, 2024).
  4. Providing a common language that enables non-academic stakeholders, including governments, university management, industry, students, etc, to better understand the unique role academics play in ensuring the HE system and universities are effective in meeting their obligations to Society.
  5. Providing foundational principles that can be adapted to other HE contexts and facilitate the creation of a global academic community of practice through which the profession can enhance is voice in shaping the future of HE around the globe.

This work should help to restore a balance of power between the academic and corporate leadership in the governance of universities by facilitating more purposefully designed governance structures and accountability mechanisms that enable academic staff to influence HE policy formation, decision-making and resource allocation, which is especially important against a backdrop of growing political and economic challenges to universities.

Editorial: 60 Years of the Society for Research into Higher Education

Issue No 60 of SRHE News appears by happy coincidence in the 60th year since the Society for Research into Higher Education was established (“all my troubles seemed so far away”). Reminiscences can often be reinforced by the musical soundtrack of the time, as ours will be. Many readers of SRHE News and Blog weren’t born in 1965, but let’s not allow such small obstacles to deflect us, when everybody knows the tunes anyway. Here are a few reminders of how things were 60 years ago, in 1965.

(I Can’t Get No) Satisfaction

As the Rolling Stones sang: “I tried, and I tried, and I tried and I tried, I can’t get no satisfaction”, the message resonated with 30,000 potential HE students who could not get admitted to higher education in UK universities in 1965, with only 50,000 places available. Only about 4% of the rising cohort of 18 year olds won admission to the 25 universities in existence in 1965. Most people left school at 15; the school-leaving age was only raised to 16 in 1971.

The Robbins Report two years earlier had punctuated, but not initiated, the accelerating expansion of demand and need for more higher education, reflected in the 1960s with the creation of the new plateglass universities, including Kent and Warwick in 1965. Robbins had proposed a new breed of scientific and technological universities but these were not established; development relied instead on the organic growth and expansion of the colleges already in existence. That growth was significantly helped and supported by the new Council for National Academic Awards (CNAA), created in 1965 to begin the validation of degree courses outside universities.

In a Parliamentary debate in December 1965 Lord Robbins aimed to set at rest the ‘more means worse’ argument championed by Kingsley Amis:

“On the occasion of our last debate, the two leading issues discussed were the question of numbers and the question of the machinery of government. On the first of these issues, whether the expansion proposed by the Committee on Higher Education involved a lowering of entry standards, I think it may be said that discussion is at an end. Even The Times newspaper, which is not over-given to retraction, has had to admit that its accusations in this respect rested on misapprehension; 1250 and the latest figures of qualified persons coming forward show, without a doubt, what our Committee always emphasised: that its estimates were on the low side rather than on the high.”

Continuing rapid expansion allowed more and more 18-year-olds to join: “I’m in with the in-crowd, I go where the in-crowd goes”. This was before fees; students had grants they didn’t have to repay, with their real value still rising (they peaked in 1968): boomers could happily sing with The Who about My Generation.

 We Can Work It Out

The non-university colleges would first become polytechnics, following the 1966 White Paper A Plan for Polytechnics and Other Colleges, written by civil servant Toby Weaver. Secretary of State for Education Tony Crosland promoted the new policy idea of the binary system (“Try to see it my way”) in his seminal Woolwich speech in April 1965, but Crosland had been mainly occupied with the comprehensivisation of secondary schools. DES Circular 10/65 was the first of a series which dealt with the issue of comprehensivisation, as Harold Wilson’s Labour government asked local education authorities to submit plans for reorganising their schools on comprehensive lines. It was the first major schools reform since Butler’s 1944 Education Act under Prime Minister Winston Churchill, who died in 1965.

Expansion of HE was substantially driven by the colleges, still very much part of the local authority sector. The polytechnics would increasingly chafe at the bureaucratic controls of local authorities but it would be more than 20 years before the 1988 Education Reform Act ripped the polytechnics out of the local authority sector. In 1965 the replacement of the London County Council by the Greater London Council was big news for the expanding HE sector, especially because it entailed the creation of the Inner London Education Authority, responsible for no fewer than five of the 30 polytechnics, and a range of other specialist HE institutions. Nowadays that kind of restructuring would barely merit a mention in Times Higher Education, which itself was not even a glint in the eye of Brian Macarthur, the first editor of the Times Higher Education Supplement, not launched until 1971.

I Can’t Explain

The colleges to become polytechnics would soon be calling for ‘parity of esteem’ (“Got a feeling inside – can’t explain”). Although ‘poly’ would eventually be replaced in the vernacular by the execrable but inescapable ‘uni’, some features of the HE system proved extremely persistent. League tables had not yet made an appearance but would soon become not only persistent but pernicious. Some things, like HE hierarchies of esteem, seem to be always with us, just as Frank Herbert’s mediocre scifi novel Dune, first published in 1965, has recently seen yet another movie remake.

A World of Our Own

In contrast David Lodge, professor of English Literature at Birmingham University, would go from strength to strength, writing about what he knew best – “we’ll live in a world of our own”. 1965 was before his campus trilogy, rated by some as the best novels ever about university life, but in 1965 he did write about a PhD student, in The British Museum Is Falling Down. In the same year Philip Larkin, still only halfway through his twenty years’ service as Librarian at the University of Hull, was awarded the Queen’s Gold Medal for Poetry.

It’s Not Unusual

For those whose memory is punctuated by sporting events there was still a year to wait before England’s triumph in the football World Cup, which sadly was unusual, indeed unique. A more usual hierarchy of football esteem began in 1965 with Liverpool’s first ever win in the FA Cup, and an era ended with Stanley Matthews’ final game in the English First Division. Tom Jones began his own era of success in 1965 with his first No 1 hit, It’s Not Unusual.

Eve of Destruction?

US president Lyndon Johnson announced the Great Society in his State of the Union address in January 1965, but Martin Luther King marched in Selma and  Montgomery. The first American troops arrived in Vietnam, and a Students for a Democratic Society demonstration against the war drew 25,000 people in Washington. Student protests, too, are always with us (”The Eastern world, it is exploding”).

How sweet it is

Dorothy Hodgkin had won the Nobel Prize for Chemistry just a year earlier, and in 1965 she was made a member of the Order of Merit. The Social Science Research Council was established in 1965. It was later renamed the Economic and Social Research Council in an early skirmish in the culture wars, precipitated by Keith Joseph as Education Secretary under Prime Minister Margaret Thatcher – who had been taught by Dorothy Hodgkin at Somerville College, Oxford.

Act naturally

The field of research into higher education was sparsely populated in 1965, but for the founders of the Society for Research into Higher Education it was a natural development to come together. The learned society they created has, in the 60 years since then, grown into an internationally-oriented group of researchers, dedicated to every kind of research into a global HE system which could scarcely have been dreamed of, but would surely have been celebrated, by SRHE’s founders. Let’s hang on, to what we’ve got.

Leading in complexity: Are higher education leaders ready for the age of austerity?

Higher education is at a crossroads. Across Europe and beyond, higher education institutions (HEIs) face increasing financial constraints, shifting political landscapes, and the growing challenge of digital transformation. In this turbulent environment, leadership is not just about managing institutions – it is about navigating uncertainty and ensuring that HEIs remain resilient, innovative, and globally competitive.

Yet, are higher education leaders equipped for this challenge? A recent Swiss national study of senior leaders (detailed findings are available here) provides a reality check. Our study, the first of its kind in Switzerland, examined the career trajectories, competency sets, and strategic concerns of 312 leaders from 38 institutions. What it uncovered was both revealing and troubling: senior leaders felt largely unprepared for the mounting financial and structural pressures facing higher education.

HEIs are no longer just institutions of knowledge – they are complex organisations requiring financial stewardship, strategic foresight, and the ability to manage significant institutional change. And yet, many senior leaders step into their roles with little to no formal management training. In a period where every budget decision can mean the difference between institutional sustainability and decline, this skills gap is more than an inconvenience – it is a challenge.

Who runs Swiss HEIs today?

The study reveals a leadership demographic that is surprisingly homogeneous. Despite years of diversity initiatives, Swiss HEI leadership remains overwhelmingly male (68%) and Swiss (80%). The average senior leader is in their mid-50s, has spent nearly 14 years at their institution, and was more likely than not promoted from within. Internal hires outnumber external appointments (55% vs 45%), and critically, almost 40% of senior leaders entered their positions without prior general management experience.

This reliance on internal promotion, while preserving institutional knowledge, raises an uncomfortable question: Are HEIs prioritising academic credentials and institutional loyalty over strategic and managerial competence? As budget cuts tighten and HEIs are forced to make hard choices, is it enough for leaders to understand academic culture, or must they also master the art of institutional strategy and financial sustainability?

The gap: what competencies do leaders need – and what are they lacking?

Swiss HEIs, like their counterparts worldwide, are complex ecosystems requiring a balance of academic credibility and managerial acumen. Yet, when surveyed, senior leaders overwhelmingly ranked leadership and strategic design capabilities as the most essential competencies, both of which require years of cultivation. They also emphasised managing organisational change, a competency that will become even more critical as institutions face increasing financial pressures and demands for efficiency.

The study highlights a concerning discrepancy between the skills leaders find most important and those in which they feel prepared. Many respondents wished they had received more targeted training in financial management, change leadership, and navigating the political landscape of higher education. Given that nearly half of respondents had never participated in formal leadership training before assuming their roles, it is clear that HEIs have largely relied on a ‘learn on the job’ approach to leadership development.

The perils of academic self-governance

One of the study’s most compelling findings is the tension between traditional academic self-governance and the need for growing professionalisation of higher education leadership. Research universities, in particular, still operate on a model where deans and department heads rotate through leadership roles while maintaining their academic careers. While this system ensures academic legitimacy, it creates discontinuity and limits long-term strategic vision.

By contrast, universities of applied sciences, where leadership positions are more commonly filled through open application processes, exhibit a different pattern: leaders tend to have more professional experience and stronger management backgrounds. This divergence begs an essential question: Is the tradition of academic self-governance still fit for purpose in an era that demands more decisive, financially savvy and agile leadership?

Budget cuts and the leadership challenge ahead

Financial sustainability is now the defining challenge of higher education leadership. The study underscores that senior leaders see budget constraints as the most pressing issue their institutions face, followed closely by digital transformation and the rising demand for research excellence and collaboration. While leaders anticipate increasing demands in these areas over the next decade, many institutions lack systematic training programmes to equip their leaders for these challenges. The findings suggest that without structured leadership development – particularly in financial strategy, political negotiation, and crisis management – HEIs risk falling into reactive rather than proactive decision-making.

Rethinking leadership development in higher education

The data from Swiss HEIs mirror trends seen globally: while the challenges facing HEIs have evolved dramatically, leadership preparation has remained largely static. The fact that nearly 40% of leaders entered their roles with no formal management experience is a stark indicator that institutions must do more to develop leadership talent early in academic careers.

Structured executive education programmes, mentorship initiatives, and cross-institutional leadership networks are critical. The study also raises the question of whether Switzerland – and other countries – should consider national leadership training programmes, similar to those in the Netherlands and Sweden, to systematically equip future leaders with the skills they need.

Indeed, other countries have already taken significant steps in this direction. For instance, the UK has developed a comprehensive suite of leadership development programmes through Advance HE, targeting leaders at various career stages across the higher education sector. Such initiatives provide a valuable model for how leadership can be systematically cultivated, and they underscore the importance of moving beyond ad hoc, institution-specific training efforts.

The future of higher education leadership: a critical juncture

HEIs are facing a defining moment. Financial constraints, political pressures, and the complexities of global education demand leaders who are not just respected scholars but also strategic visionaries. The findings from our study highlight the urgent need for HEIs to rethink how they identify, train, and support their leaders. Will higher education rise to this challenge? Or will institutions continue to rely on traditional models of leadership selection, hoping that academic merits alone will make their leaders fit for the complexities ahead?

In addition to earlier teaching activities at the University of St. Gallen, he currently lectures at D-MTEC and the University of Zurich (CHESS). He is also Deputy Chairman of the University Council of the University of Cologne.

Dr Ladina Rageth is Executive Director, Swiss School of Public Governance SSPG, D-MTEC, ETH Zurich. She is a social scientist with extensive experience in research and project management in the academic, public and private sectors. She completed her Master’s degree in Sociology at the University of Zurich and her PhD at ETH Zurich at the Chair of Educational Systems. Her research focuses on the sociology of education, labour market outcomes and the institutionalisation of education systems, with a current emphasis on the functioning and management of HEIs.

Danya He is Research Assistant, Swiss School of Public Governance SSPG, D-MTEC, ETH Zurich. She completed her Masters in Media and Communication Governance at the London School of Economics and Political Science (LSE) and worked as a research and teaching associate at the University of Zurich specialising in media and internet governance before joining the SSPG. She brings a wealth of experience in public institutions, media relations and legal affairs and has been recognised for her achievements in educational simulations such as the National Model United Nations.

Dr Maryna Lakhno is the Programme Coordinator at the ETH Swiss School of Public Governance (SSPG), where she manages the school’s continuing education portfolio and oversees its communication. Maryna also contributes to the design of the curriculum and programme activities and is actively involved in research projects within the school. Her doctorate in Public Policy under the Yehuda Elkana Doctoral Fellowship at Central European University in Vienna focused on integrating the United Nations Sustainable Development Goals within higher education. She was awarded the Swiss Government Excellence Scholarship for Foreign Scholars in 2022/23. She co-authored a comprehensive report for the Global Observatory on Academic Freedom.

Why doesn’t higher education make a difference?

This blog is based on research reported in Shahsavari, A, & Eslahi, M (2025) ‘Dynamics of Imbalanced Higher Education Development: Analysing Factors and Policy Implications’ in Policy Reviews in Higher Education.

Our study addresses the paradox of expanding higher education, particularly in Iran, failing to translate into substantial societal impact. We adopted an interpretive research paradigm to explore participants’ experiences and perspectives, emphasising qualitative inquiry. Specifically, we applied a basic qualitative research approach, focusing on thematic data analysis to understand underlying meanings and patterns. We conducted semi-structured, in-depth interviews with 23 professionals from Iran’s higher education system, including executive experts and academic scholars. The data was analysed using qualitative theme analysis with the thematic network approach. It highlights the interplay of internal and external factors driving this imbalance and offers practical recommendations for policymakers and university administrators. The study identifies multiple external and internal factors contributing to the imbalanced development of Iranian higher education.

External Factors:

  1. Conflicting Political Discourse: Political divisions create inconsistent policy directions that hinder higher education reform. The resulting instability restricts universities from pursuing coherent strategies for social development.
  2. Deficient Decision-Making Structures: Inefficient policy frameworks restrict universities’ ability to align with national development goals. This limits their capacity to engage in long-term planning, research commercialization, and innovation.
  3. Lack of Social and Cultural Cohesion: Weak societal integration reduces higher education’s ability to contribute to social progress. Universities struggle to connect their knowledge outputs to broader societal needs without a shared cultural framework.
  4. Low Demand for Science and Technology in the Economy: Limited integration of scientific advancements into economic sectors hinders universities’ relevance. Weak industry-university linkages prevent research outcomes from driving innovation and economic growth.
  5. International Sanctions: Economic constraints and restricted access to global knowledge networks impede higher education progress. This isolation limits opportunities for research collaboration, technological exchange, and funding access.

Internal Factors:

  1. Limited Engagement with National and Local Ecosystem Needs: Universities lack meaningful interaction with regional industries and communities. This disconnect limits their ability to address localized development challenges.
  2. Insufficient Attention to Territorial Advantages in Development Planning: Universities often fail to leverage local strengths and opportunities, weakening their contribution to regional economic development.
  3. Weak Endogenous Creativity: Overreliance on Western educational models stifles innovative academic approaches. As a result, Iranian universities struggle to develop unique solutions suited to local challenges.
  4. Promotion of Emigration: University environments inadvertently encourage student and faculty migration, reducing local impact. This trend diminishes the human capital available to drive national innovation.

This study contributes new insights by highlighting the interplay between external political pressures and internal university strategies. While previous studies have emphasized government interventions and economic constraints, this research reveals the disruptive effects of conflicting political ideologies and weak social cohesion. Additionally, the study expands on the “quadruple helix” model by illustrating the absence of place-based leadership and strategies as critical gaps in Iranian higher education. The study also introduces a framework for integrating participatory governance models into university decision-making processes, enhancing institutions’ responsiveness to societal needs. The study emphasizes three key strategies for improving higher education’s societal impact:

  1. Promoting National Dialogues via Universities: Encouraging open dialogue among academic leaders and policymakers can bridge ideological divides, fostering consensus on long-term educational goals. This step is vital to mitigate political interference and improve strategic planning for university development. Higher education can contribute to national stability and long-term planning by positioning universities as mediators in political debates.
  2. Increasing Science and Technology Demand: Policymakers should enhance economic incentives for scientific research integration. Encouraging industrial partnerships and market-driven research will amplify universities’ role in economic growth. By creating a more dynamic innovation ecosystem, universities can expand their influence on industry practices and economic modernization.
  3. Developing Science and Technology Diplomacy: Expanding diplomatic ties to bypass sanctions can enhance Iranian universities’ access to global scientific collaboration, fostering innovation and knowledge exchange. Such efforts include developing partnerships with international research centers and increasing participation in global academic networks.

The study to address internal factors recommends:

  • Expanding participatory teaching models, such as service learning, to connect universities with community development. These models empower students to engage with social challenges directly, enhancing their sense of responsibility and practical skills.
  • Aligning government support for universities based on regional strengths, promoting competition, and enhancing educational quality. By linking funding models to regional priorities, universities can better tailor their strategies to local economic and social needs.
  • Supporting creative teaching and research initiatives to foster academic innovation. This includes incentivising faculty to develop unconventional teaching methods and interdisciplinary research projects.
  • Encouraging initiatives that promote national pride and social responsibility among students and faculty, mitigating emigration trends. Universities can strengthen students’ connection to local development through values-based education and encourage talent retention.

The study highlights a critical limitation: its participants were drawn solely from the supply side of the science and technology ecosystem (university faculty and administrators). Future research should include stakeholders from the demand side, such as industry leaders, policymakers, and civil society representatives, to develop a more comprehensive understanding of higher education’s role in societal development. Exploring the interplay between social values, economic incentives, and political frameworks would provide deeper insights into higher education’s transformative potential.

This research underscores the need for a holistic approach to higher education reform. By addressing internal and external challenges, policymakers can create an educational landscape promoting social, economic, and political progress. Universities must evolve beyond expanding access to higher education and focus on fostering creativity, engagement, and accountability to enhance their contributions to society. Developing partnerships with industry, embracing participatory governance, and promoting inclusive dialogues will empower universities to become key drivers of social and economic transformation.

Surviving and thriving in HE professional services

Rachel Reeds’ short but comprehensive book, Surviving and Thriving in Higher Education Professional Services: a guide to success (Routledge, 2025), is both an instruction manual for the ‘professionals’ it was written for and an illuminating account of what they do for the academics and students who benefit. However, Reeds is frank about what is sometimes described as ‘trench warfare’, a ‘tension’ between academics and ‘everyone else’, including differences of ‘perceived status’ among the staff of  ‘higher education providers’.

Her chapters begin with a survey of the organisation of ‘UK higher education today’. Then comes a description of  ‘job or career’ in ‘professional services’ followed by a chapter on how to get such a post. Chapter 4 advises the new recruit about ‘making a visible impact’ and Chapter 5 considers ‘managing people and teams’. The widespread enthusiasm of providers for ‘change’ and ‘innovation’ prompts the discussion in Chapter 6.

Reeds defines ‘Professional Services’ as replacing and embracing ‘terms such as administrators, non-academic staff or support staff’. In some providers there are not two but three categories, with ‘professional services’ sometimes described as ‘academic-related’ and other non-academics as ‘assistant’ staff. Some academics are responsible for both teaching and research but there may also be research-only staff, usually on fixed-term externally-funded contracts, which may be classified on the sameside of the ‘trench’ as academics. The ‘umbrella carriers’ of ‘middle management’ and ‘dealing with difficult things’ provide matter for Chapter 7. In Chapter 8 and the conclusion there is encouragement to see the task in broader terms and to share ‘knowledge’ gained. Each chapter ends with suggestions for further reading under the heading ‘digging deeper’.

The scope of the needs to be met is now very wide. Government-defined ‘Levels’ of higher education include Levels 4 and 5, placing degrees at Level 6, with postgraduate Masters at 7 and doctorates at 8. The Higher Education and Research Act of 2017 therefore includes what is now a considerable range of ‘higher education providers’ in England, traditional Universities among them, but also hundreds of ‘alternative providers’. Some of these deliver higher education in partnership with other providers which have their own degree-awarding powers, relying on them to provide their students with degrees. These all need ‘professional services’ to support them in their primary tasks of teaching and, in many cases, also research.

Providers of higher education need two kinds of staff: to deliver education and research and others to provide support for them. That was noticed in the original drafting of the Further and Higher Education Act of 1992 s.65, 2 (b) which approved the use of (the then significant) ‘block grant’ public funding for:

the provision of any facilities, and the carrying on of any other activities, by higher education institutions in their area which the governing bodies of those institutions consider it necessary or desirable to provide or carry on for the purpose of or in connection with education or research.

In what sense do those offering such ‘services’ constitute a Profession? The Professional Qualifications Act of 2022, awaiting consideration of amendments and royal approval, is primarily concerned with licence to practise and the arrangements for the acceptance of international qualifications. It is designed to set out a framework ‘whereby professional statutory regulatory bodies (PSRBs) can determine the necessary knowledge and experience requirements to work in a regulated profession (for example nursing or architecture)’. It will permit ’different approaches to undertaking’ any ‘regulatory activity’ so as ‘to ensure professional standards’This is not stated to include any body recognising members of the Professional Services of higher education.  Nor does the Government’s own approved list of regulated professions.

The modern Professional Services came into existence in a recognisable form only in the last few decades.The need for support for the work of the ‘scholars’ got limited recognition in the early universities. When Oxford and Cambridge formed themselves as corporations at the beginning of the thirteenth century they provided themselves with Chancellors, who had a judicial function, and Proctors (Procuratores) to ensure that the corporation stayed on the right side of the law. The office of Registrar (Oxford) and Registrary (Cambridge) was added from the fifteenth sixteenth century to keep the records of the University such as its lists and accounts.

The needs to be met expanded towards the end of the nineteenth century. Oxford’s Registrar had a staff of five in 1914. The Oxford and Cambridge Universities Commission which framed the Act of 1923 recommended that the Registrar’s role be developed. The staff of Oxford’s Registrar numbered eight in 1930 and forty in 1958. By 2016 the Registrar was manager to half the University’s staff.

The multiplication of universities from the 1890s continued with a new cluster in the 1960s,  each with its own body of staff supporting the academics. A body of University Academic Administrative Staff created in 1961 became the Conference of University Administrators in 1993. The  resulting Association of University Administrators (AUA) became the  Association of Higher Education Professionals (AHEP) in 2023. CUA traced its history back to the Meeting of University Academic Administrative Staff, founded in 1961. Its golden jubilees was celebrated in 2011 in response to the changing UK higher education sector. It adopted the current name in 2023.

This reflects the development of categories of such support staff not all of whom are classified as ‘Professional’.  A distinction is now common between ‘assistant staff’ and the ‘professionals’, often described as ’academic-related’ and enjoying a comparable status with the ‘academic’.

The question of status was sharpened by the creation of a Leadership Foundation in Higher Education (LFHE) in 2004, merged with AdvanceHE in 2018.  This promises those in  Professional Services ‘a vital career trajectory equal to research, teaching and supporting learning’ and, notably, to ‘empower leaders at all levels: from early-career professionals to senior executives’ That implies that executive leadership in a provider will not necessarily lie with its academics. It may also be described as managerial.

Reading University identifies ‘role profiles’ of four kinds: ‘academic and research’; ‘professional and managerial’; support roles which are ‘clerical and technical; ‘ancillary and operational support’. The ‘professional and managerial’ roles are at Grades 6-8. It invites potential recruits into its ‘Professional Services’ as offering career progression at the University. The routes are listed under Leadership and Management Development; ‘coaching and mentoring’ and ‘apprenticeships’. This may open a ‘visible career pathway for professional services staff’ and ‘also form part of succession planning within a team, department or Directorate or School where team members showing potential can be nurtured and developed’.

Traditional universities tend to adopt the terminology of ‘Professional Services’. Durham University, one of the oldest, details its ‘Professional Services’ in information for its students, telling them that they will ‘have access to an extensive, helpful support network’. It lists eleven categories, with ‘health and safety’ specifically stated to provide ‘professional’ advice. York University, one of the group of universities founded during the 1960s, also lists Professional Services. These are ‘overseen by the Chief Financial and Operating Officer’ and variously serving Technology; Estates and Facilities; Human Resources; Research and Enterprise; Planning and Risk; External Relations; student needs etc. The post-1992 Oxford Brookes University also has its Professional Services divided into a number of sections of the University’s work such as ‘academic, research and estates’. Of the alternative providers which have gained ‘university title’ Edge Hill (2006) lists seven ‘administrative staff’, two ‘part-time’, one described as administration ‘co-ordinator’, one as a ‘manager’ and one as a ‘leader’.

Reeds’ study draws on the experience of those working in a wide range of providers, but it does not include an account of the provision developed by  Oxford or Cambridge. Yet the two ancient English Universities have their own centuries-long histories of creating and multiplying administrative roles. The Colleges of Oxford and Cambridge similarly distinguish their ‘academic’ from their other staff. For example St John’s College, Oxford and Sidney Sussex College, Cambridge list more than a dozen ‘departments’, each with its own  body of non-academic staff.

In Oxford the distinction between academics and ‘professional’ administrators is somewhat blurred by grading administrators alongside academics at the same levels. Oxford’s Registrar now acts ‘as principal adviser on strategic policy to the Vice-Chancellor and to Council’, and to ‘ensure effective co-ordination of advice from other officers to the Vice-Chancellor, Council, and other university bodies’ (Statute IX, 30-32). Cambridge’s Registrary is ‘to act as the principal administrative officer of the University, and as the head of the University’s administrative staff’ and ‘keep a record of the proceedings of the University, and to attend for that purpose’ all ‘public proceedings of the University’, acting ‘as Secretary to the Council.’

The record-keeping responsibility continues, including ‘maintaining a register of members of the University’, and ‘keeping records of matriculations and class-lists, and of degrees, diplomas, and other qualifications’. The Registrary must also edit the Statutes and Ordinances and the Cambridge University Reporter (Statute C, VI). The multiplication of the Registrary’s tasks now requires a body offering ‘professional’ services. There shall be under the direction of the Council administrative officers in categories determined by Special Ordinance’ (Statute c, VI).

Oxford and Cambridge each created a ‘UAS’ in the 1990s. Both are now engaged in ‘Reimagining Professional Services’. Oxford’s UAS (‘University Administration and Services’, also known as ‘Professional Services and University Administration’) is divided into sections, most of them headed by the Registrar. These are variously called ‘departments’, ‘directorates’, ‘divisions’, ‘services’ and ‘offices’ and may have sub-sections of their own. For example ‘People’  includes Childcare; Equality and Diversity; Occupational Health; Safety; ‘Organisational Development’; ‘Wellbeing’ and ‘international Development’, each with its own group of postholders. This means that between the academic and ‘the traditional student support-based professional services’ now fall a variety of other tasks some leading to other professional qualifications, for example from the Chartered Institute of Personnel and Development, the Chartered Management Institute or in librarianship and technology.

Cambridge’s UAS (Unified Administrative Service), headed by its Registrary and now similarly extensive and wide-ranging, had a controversial beginning. Its UAS was set up in 1996 bringing together the Financial Board, the General Board, and the Registry. Its intended status and that of its proposed members proved controversial. Although it was described as ‘professional’, the remarks made when it was proposed in a Report included the expression of concerns that this threatened the certainty that the University was ‘academic led’. This prompted a stock-taking Notice published on 20 June 2001 to provide assurance that ‘the management of the University’s activities, which is already largely in the hands of academic staff, must also continue to be academic-led’ and that the ‘role of the administration is to support, not to manage, the delivery of high-quality teaching and research’.  But it was urged that the UAS needed ‘further development both in terms of resourcing and of organization’. The opportunity was taken to emphasise the ‘professionalism’ of the service.

With the expansion of Professional Services has gone a shift from an assumption that this forms a ‘Civil Service’ role to its definition as ‘administrative’ or ‘managerial’. ‘Serving’ of the academic community may now allow a degree of control. Reeds suggests that ‘management’ is a ‘role’ while ‘leadership’ is a ‘concept’, leaving for further consideration whether those in Professional Services should exercise the institutional leadership which is now offered for approval.

In Cambridge the Council has been discussing ways in which, and with whom, this might be taken forward. On 3 June 2024 its Minutes show that it ‘discussed the idea of an academic leaders’ programme to help with succession planning by building a strong pool of candidates for leadership positions within the University’. It continued the discussion at its July meeting and agreed a plan which was published in a Notice in the Reporter on 31 July:

to create up to six new paid part-time fellowships each year for emerging academic leaders at the University, sponsored by the Vice-Chancellor. Each fellow would be supported by a PVC or Head of School (as appropriate) and would be responsible for delivering agreed objectives, which could be in the form of project(s).

‘In addition to financial remuneration’, the Fellows would each receive professional coaching, including attendance on the Senior Leadership Programme Level 3. Unresolved challenge has delayed the implementation of this plan so far.

The well-documented evolution and current review of Professional Services in Oxford and Cambridge is not included, but the story of Professional Services told in this well-written and useful book is illustrated with quotations from individuals working in professional services.

OfS with their heads: is Cromwell to blame?

If you’ve been watching the BBC adaptation of Hilary Mantel’s Wolf Hall: The Mirror and the Light, you may like me have been surprised by how little higher education featured in the story. (All right, they couldn’t cover every aspect of sixteenth-century English life, but still.) England’s two universities at that time (Scotland of course had four by the end of the sixteenth century) had essential roles as the principal providers of the skilled workforces that expanding commercial, administrative, and legal functions needed – although where Thomas Cromwell himself (played by Mark Rylance) gained his legal and administrative skills remains a mystery: presumably they were picked up during his travels as a young man around Europe. As a study covering a slightly earlier period put it, the medieval university professionalized knowledge, with increasingly specialised courses fitting students for careers in secular professions (Leff, 1968). Religious instruction, sometimes assumed to be the main function of the pre-modern university, was largely undertaken in separate monastic and cathedral schools. These might have developed into universities with secular roles, but instead in England largely faded away.

The significance of England’s two universities is indicated by the powers that Cromwell took to control them in his ascent through English government in the 1530s. At Oxford, he saved the institution that his patron Cardinal Wolsey had established as Cardinal College and turned it into Christ Church College; and in 1534 “wrested the Visitorship of New College [by then 155 years old] from its customary holder as Bishop of Winchester, Stephen Gardiner” (MacCulloch, 2018: 275) – Cromwell’s implacable enemy, played creepily in the series by Mark Gatiss. This created another grudge that Gardiner held against Cromwell, and which he would repay with interest. Tensions surrounding what we would now call the governance of higher education had surprisingly important ramifications in the politics of the Tudor court. (Wolsey also established in 1528 a college in Ipswich, his place of birth, but for a number of complicated reasons it was short-lived, and so never, as it presumably might have done, became England’s third university.)

Medieval and early-modern Oxford University was continually engaged in disputes, sometimes violent ones, with the city, and Cromwell was apparently regularly called in to arbitrate. This was the man at the very centre of the administration of the English state: if the Cabinet Secretary dropped in to help your University sort out a planning problem with the local council, it would indicate, I think, that we were looking at a big deal nationally. (We may gain a sense of the scale of these town vs gown disputes by referring to what are known as the St Scholastica’s Day riots of 1354 which led to the deaths of 62 Oxford scholars. As Oxford student numbers have been estimated at around 1,500 at this time, this implies a remarkable death toll of about 4% of the student population. Not for the last time in troubles involving university students, drink seems to have been implicated.)

It seems that Cambridge University felt that they were getting a bit left out, and so in 1534 offered Cromwell the position of High Steward and a year later elected him Chancellor, in place of Bishop John Fisher, who was executed that year – although not, it seems, as a result of any failures in university leadership (MacCulloch, 2018: 276); so unfortunately we cannot properly read this as a warning about the risks involved in university management. It seems that Cromwell’s first job at Cambridge was to deal with the town vs gown hostilities centred around the annual fair held on Stourbridge Common: presumably he was by now something of an expert in managing these conflicts. He was also, it seems, interested in what we would now call curriculum reform, despite having no personal experience of university study: as MacCulloch remarks, under Cromwell’s direction, this was the first time “government had intruded on the internal affairs of Oxford and Cambridge, an interference that has never thereafter ceased” (306). Some of the blame for the activities of the Office for Students must therefore be traceable back to Thomas Cromwell: how did Hilary Mantel miss this plot angle?

A new mission for higher education policy reviews

Making research relevant to policy

In recent years there has been heightened attention being given to the importance of scholarly endeavour making a real impact on and for society. Yet, despite a five-fold increase in journal articles published on higher education in the last twenty years, the OECD warns of a serious “disconnect between education policy, research and practice”.

As higher education systems have grown and diversified, it appears with ever increasing frequency that policy is made on the slow, on the run, or not at all. Even in the most regulated systems, gone is the decades-long approach of lifetime civil servants advancing copperplate notes on papyrus through governmental machines designed to sustain flow and augment harmony. In the era of 24-hour deliberation, reporting and muddling through, it may seem that conceptually rooted analysis of policy and policymaking is on the nose or has been replaced by political expediency.

Nothing could be further from the truth. There has never been a more important time to analyse, design, evaluate, critique, integrate, compare and innovate higher education policy. Fast policy invokes a swift need for imaginative reflection. Light policy demands counterbalancing shovel loads of intellectual backfilling. Comparative analysis is solvent for parochial policy. Policy stasis, when it stalks, must be cured by ingenious, ironic, and incisive admonition.

Governments worldwide expect research to provide leaders and policymakers with evidence that will improve the quality of teaching and education, learning outcomes and skills development, regional innovation and knowledge diffusion, and help solve society’s problems. Yet, efforts to enhance the research-policy-practice nexus fall far short of this ambition.

Policy influencers are more likely to be ministerial advisory boards and commissioned reports than journal articles and monographs, exactly opposite to what incentivizes academics. Rankings haven’t helped, measuring ‘impact’ in terms of discredited citation scores despite lots of research and efforts to the contrary.

Academics continue to argue the purpose of academic research is to produce ‘pure’ fundamental research, rather than undertake public-funded research. And despite universities promoting impactful research of public value, scholars complain of many barriers to entry.

The policy reviews solution

Policy Reviews in Higher Education (PRiHE) aims to push out the boundaries and encourage scholars to explore a wide range of policy themes. Despite higher education sitting within a complex knowledge-research-innovation ecosystem, touching on all elements from macro-economic to foreign policy to environmental policy, our research lens and interests are far too narrow. We seem to be asking the same questions. But the policy and public lens is changing.

Concerns are less about elites and building ‘world-class universities’ for a tiny minority, and much more about pressing social issues such as: regional disparities and ‘left-behind communities’, technical and vocational education and training, non-university pathways, skills and skills mismatch, flexible learning opportunities given new demographies, sustainable regional development, funding and efficiency, and technological capability and artificial intelligence. Of course, all of this carries implications for governance and system design, an area in which much more evidence-based research is required.

As joint editors we are especially keen to encourage submissions which can help address such issues, and to draw on research to produce solutions rather than simply critique. We encourage potential authors to ask questions outside the box, and explore how these different issues play out in different countries, and accordingly discuss the experiences, the lessons, and the implications from which others can learn.

Solutions for policy reviews

Coming into its ninth year, PRiHE is platform for people in and around government to learn about the sector they govern, for professionals in the sector to keep abreast of genuinely relevant developments, and for interested people around the world to learn about what is often (including for insiders!) a genuinely opaque and complex and certainly sui generis environment.

As our above remarks contend, the nature of contemporary higher education politics, policy and practice cannot be simplified or taken for granted. Journal topics, contributions, and interlocutors must also change and keep pace. Indeed, the very idea of an ‘academic journal’ must itself be reconsidered within a truly global and fully online education and research environment. Rightly, therefore, PRiHE keeps moving.

With renewed vim and vigour, the Society for Research into Higher Education (SRHE) has refreshed the Editorial Office and Editorial Board, and charged PRiHE to grow even more into a world-leading journal of mark and impact. Many further improvements have been made. For instance, the Editorial Office has worked with SRHE and the publisher Taylor and Francis to make several enhancements to editorial and journal processes and content.

We encourage people to submit research articles or proposals for an article – which will be reviewed by the Editors and feedback provided in return. We also encourage people to submit commentary and book reviews – where the authors have sought to interrogate and discuss a key issue through a policy-oriented lens. See the ‘instructions for authors’ for details.

Read, engage, and contribute

This second bumper 2024 issue provides six intellectual slices into ideas, data and practices relevant to higher education policy. We smartly and optimistically advise that you download and perhaps even print out all papers, power off computers and phones, and spend a few hours reading these wonderful contributions. We particularly recommend this to aspiring policy researchers, researchers and consultants in the midst of their careers, and perhaps most especially to civil servants and related experts embedded in the world of policy itself.

SRHE and the Editorial Office are looking ahead to a vibrant and strong future period of growth for PRiHE. A raft of direct and public promotion activities are planned. PRiHE is a journal designed to make a difference to policy and practice. The most important forms of academic engagement, of course, include reading, writing and reviewing. We welcome your contribution in these and other ways to the global PRiHE community.

Unmasking the complexities of academic work

Hang out in any tearoom and you will hear complaints about work – that’s if there even is a tea room at the end of your open plan cubicle farm. Yet surprisingly little is known about the mundane, daily realities of academic work itself – despite the best efforts of many SRHE members.

Understanding the source of academic work unhappiness is important: unhappy academics lead to unhappy students and stressed-out administrators. If we know more about academics’ working lives, we are better placed to care for our colleagues and produce the kind of research and teaching our broader communities expect of us.

To understand more about academics’ working lives, we are embarking on an ambitious research project to survey 5000 working academics and would love you to take part.

Who is doing the ‘academic housework’?

Higher education institutions are major employers and substantial contributors to national economies. Yet there is a notable lack of comprehensive research on the practicalities of academic work, particularly with respect to how we bring our ‘whole self’ to work.

Just about everyone in academia is dealing with some aspect of their lives which affects how they do their work. Some are neurodiverse, with neurodiverse teenagers at home. Others may have a disability and are part of an under-represented group. More of us than you would think face financial precariousness and just being a woman can result in being given more of the ‘academic housework’. The impact of these various circumstances can be negative or positive from the employer point of view. For example, we know that neurodivergent academics spend a lot of energy ‘masking’ to make other people’s work lives easier, often at the expense of their own wellbeing (Jones, 2023). But we also know that including neurodiverse people in research groups can increase scientific productivity. At the same time, many neurodivergent people avoid disclosing for fear of stigma (even the word ‘disclose’ suggests that individuals should feel shame for merely being who they are).

Benefits for our employers can come at a great cost for us as individuals. While a body of literature exists on factors that affect student academic performance in university settings, there is no equivalent focus on university staff. The literature on students helps us design appropriate processes and services to try to even out the playing field and help everyone reach their potential. But we do not show this same compassion towards ourselves. The existing discourse on academics as workers tends to revolve around output metrics and shallow performance measures. This narrow focus fails to capture the full spectrum of academic labour and our lived experiences.

Our research aims to fill this gap by exploring how academics experience their work from their own perspectives. We seek to understand how the production of knowledge occurs, how academic work is constructed and experienced through daily practices, with a specific focus on academic productivity and distraction. We want to see how various bio-demographic factors interrelate and impact feelings like overwhelm and exhaustion.

Why this research matters

The importance of this study is multifaceted:

1. Informing Policy and Practice: By gaining a deeper understanding of academic work patterns, institutions can develop more effective policies to support their staff and enhance productivity and wellbeing.

2. Addressing Inequalities: The COVID-19 pandemic has highlighted and exacerbated existing inequalities in academia. Our research will explore how factors such as gender, caring responsibilities, and neurodiversity impact academic work experiences.

3. Adapting to Change: As the higher education sector continues to evolve, particularly in the wake of the pandemic and the rise of digital technologies like AI, it’s crucial to understand how these changes affect academic work practices.

4. Supporting Well-being: By examining the interplay between productivity, distraction, and work intensity, we can identify strategies to better support academics’ well-being and job satisfaction.

5. Enhancing Knowledge Production: Ultimately, by understanding and improving the conditions of academic work, we can enhance the quality and quantity of knowledge production in higher education and make better classrooms for everyone.

A comprehensive approach

Our study employs a mixed-methods approach, combining a large-scale survey with follow-up interviews. This methodology allows us to capture both broad trends and individual experiences, providing a nuanced picture of academic work life.

The survey covers a wide range of topics, including:

– Perceptions of academic productivity

– Experiences of distraction and focus

– Work distribution across research, teaching, and administration

– Impact of factors such as neurodiversity, caring responsibilities, and chronic conditions

– Use of technology and AI in academic work

– Feelings of belonging and value within the academic community

We are particularly interested in exploring how these factors intersect and influence each other. For instance, how does neurodiversity impact experiences of productivity and distraction? How do caring responsibilities interact with gender in relation to the number of hours worked and where the work takes place? And who thinks AI is helpful to their work and how are people ‘cognitively offloading’ to machines?

Call for participation

The success of this research hinges on wide participation from across the academic community. We are seeking respondents from all career stages, disciplines, and geographical locations. Whether you’re a seasoned professor or a new PhD student, whether you identify as neurodivergent or not, whether you love academic life or find it challenging – your experiences are valuable and needed.

Moreover, this research provides an opportunity for self-reflection. By engaging with the survey questions, you may gain new insights into your own work practices and experiences, potentially leading to personal growth and improved work strategies.

Looking ahead

The findings from this study will be disseminated through various channels, including academic publications, teaching materials, and potentially, policy recommendations. We are committed to making our results accessible and applicable to the wider academic community.

The health of higher education studies – cause for optimism?

How healthy is the area of higher education studies? When we look at the extant literature, there seems to be cause for concern. Scholars have noted: the frequent absence of theory and short-term focus of such research; the proximity of researchers to policy-makers which, it is argued, can make critical distance hard to achieve; and the fragmentation of the field. Higher education research has also been critiqued for occupying a relatively marginal place within the wider discipline of educational research. Nevertheless, I suggest that an analysis of recent data paints a rather different, and more optimistic, picture.

Indeed, there is mounting evidence that higher education research is an increasingly vibrant area of enquiry. In relation to research funding, for example, data from the UKRI’s Gateway to Research on the number of grants awarded from the Economic and Social Research Council (ESRC) and the Arts and Humanities Research Council (AHRC) (Figure 1) indicate that, since the turn of the century, higher education-focussed projects have regularly been funded, albeit still not to the same extent as those that are schools-orientated. The grants from these bodies are relatively large (for the arts, humanities and social sciences), and are typically expected to make a theoretical, not only empirical, contribution.

Vibrancy within the field of educational studies is also evidenced in data from the most recent national research assessment exercise in the UK (REF2021). As the exercise allowed researchers to be much more selective about the work they submitted for assessment than in previous exercises (ie they were required to submit a minimum of one research output and, across submissions as a whole, an average of 2.5 such outputs per full-time member of staff, compared with a minimum of four submissions per staff member in REF2014), the work submitted is clearly only a relatively small proportion of the overall research conducted within the area. Nevertheless, the data do facilitate comparative judgements over time, as well as giving a good sense about what is considered, by both individuals and institutions, to be high quality work within education. As Table 1 shows, the percentage of outputs submitted to the Education unit of assessment for REF2021 that focussed on higher education, at 14 per cent, was markedly higher than the corresponding proportion in the previous exercise, at nine per cent. A similar increase was evident in relation to the impact case studies submitted for both exercises, with the number of higher education-focussed impact case studies increasing from 15 per cent of all those submitted to the Education unit of assessment in REF2014 to 21 per cent in REF2021 (see Table 2). The increased vibrancy of higher education scholarship was also noted within the final report for the Education unit of assessment, which explicitly remarked on the growth in this area since REF 2014.

The third source of evidence for the vibrancy of higher education within educational research is individual journals. The British Journal of Sociology of Education is a well-established international journal, based in the UK, which publishes work across many areas of education from pre-school to adult education and workplace learning. A comparison of the content of articles published in this journal since the turn of the century indicates that the proportion of work focussed on higher education has seen a steady growth, with a particularly large number of articles published over the most recent period (see Figure 2). Alongside this, new higher education journals have emerged over recent years. Policy Reviews in Higher Education, for example, was launched in 2017, with the remit of publishing articles that engage explicitly with topical policy questions and significant areas of higher education policy development.

Evidence from these three sources – research funding bodies, the UK’s national research assessment exercise, and education journals – indicates that higher education research now occupies an important place within the wider educational research landscape, and has grown in vibrancy over the past ten to twenty years. Moreover, it appears to have successfully addressed some of the weaknesses identified by scholars a decade or so ago, which were outlined above. The success of higher education researchers in securing grants from prestigious funding bodies suggests that they are no longer dependent on the short-term grants from policy organisations, enabling the exploration of issues in more depth across longer timescales. All three sources of evidence discussed above also indicate that the ‘absence of theory’ is no longer an accurate characterisation of the field. As noted above, UKRI grants typically require grant-holders to make a theoretical contribution, as well as an empirical one, through their work, while a robust conceptual framework is obviously important to work published in high status journals (such as the British Journal of Sociology of Education) and likely to be a consideration for work selected for submission to REF2021, given the relatively low number of submissions required per individual.

The vibrancy of higher education research can be explained by factors at a variety of levels. First, despite the points above about the ‘critical distance’ between researchers and policymakers, it seems very likely that much higher education research is related to the wider national policy context in the UK (and other parts of the world), in which politicians and policymakers have shown a high level of interest in the higher education sector, and taken up an increasingly interventionalist stance. Researchers are likely to be, in part, responding to this political prioritisation. The ongoing massification of higher education in the UK, with around 50 per cent of each cohort going on to degree-level study, may also have driven research activity in this area – with researchers cognisant of the importance of the sector to many people’s lives. As scholars have noted previously, higher education research is also encouraged at the institutional level – not only through the work of academic development units (or similar) – but also through the funding made available by universities to their academic staff to better understand their student populations and/or to pursue pedagogical research, with the aim of improving processes of teaching and learning. Often these are bound up quite closely with the wider policy environment: a desire to use research to improve ‘the student experience’ may be underpinned by market imperatives – for example, to improve an institution’s performance in the National Student Survey. Increased support from professional organisations (such as the SRHE and the network of Early Career Higher Education Researchers) is likely to have also played a role in the stimulation of higher education research. Finally, the ease and low cost of access to research participants (ie students and higher education staff) may also have driven enquiry in this area, in a context where research funding has become extremely competitive. While there are many reasons to be concerned about the focus of researchers’ gaze (ie the state of UK higher education itself), the current vibrancy of higher education studies is, in many ways, to be celebrated.
