Higher education’s postcode lottery: How geography and disadvantage shape university access in England

Across the world, access to higher education is often shaped as much by geography as by ability or aspiration. For many students, this can be starkly literal: the distance to a campus, the availability of local courses, and the time, travel, and financial costs of attending university determine whether learners can study close to home, work, care for family, or take the first steps toward the careers and social mobility that higher education uniquely enables.

In England, this reality is recently brought into sharp focus when the University of Essex announced the closure of its campus in the coastal city of Southend-on-Sea. By August 2026, the nearest routes into higher education for local students will be further away, harder to reach, and more costly. What will disappear is not just a campus, but a locally anchored gateway to opportunity.

The story of Southend matters because it reflects a broader national pattern. Across England, learners from coastal areas like Southend, smaller towns, rural communities or other ‘cold spots’ are facing similar barriers, making them systematically less likely to progress to higher education than their peers in cities or more well-served regions. Our report Coast and Country: Access to Higher Education Cold Spots in England lays bare the scale of these disparities, highlighting how geography continues to shape opportunity – and what must be done to address it.

A national picture that hides local realities

Drawing on ‘Widening Participation in Higher Education’ data published annually by the Department for Education, our report examines the differences in higher education participation by age 19 for state-funded pupils living in different types of places in England. We focus specifically on learners eligible for free school meals (FSM), who are among the most disadvantaged in the education system and a critical group for understanding equity in higher education.

At a national level, higher education participation for FSM learners stood at 29% in 2022/23. But this headline figure masks stark geographical variation. Excluding London areas, which account for only 16% of England’s population, the average progression rate outside the capital fell to just 23%. London’s strong performance is obscuring a far more challenging situation across much of the rest of the country.

Disparities become sharper as places become smaller. In 2022/23, the average higher education progression rate for FSM learners fell steadily from 42% in core cities to just 19% in villages and rural areas. Coastal communities see notably lower progression as well. Their average higher education progression rate for FSM learners in 2022/23 was 11 percentage points lower than in inland areas, with pupils in many coastal areas having less than a one-in-five chance of going on to higher education.   

All in all, as depicted in Diagram 1, it is in rural villages where FSM learners had the least chance of progressing to higher education. Coastal locations also tend to have lower participation rates compared to their inland counterparts, even when the areas are similar in size and settlement type.

Explaining the gaps – and why place matters

It is often argued that disparities in HE progression are largely explained by attainment in schools, and for a number of years increasing attainment was the priority where widening access work was concerned for the Office for Students. In the report, we mapped GCSE attainment at the area level against FSM higher education progression rates in 2022/23 and we indeed found a strong correlation (𝑟=0.9001). However, that relationship between prior attainment and FSM higher education participation becomes much weaker when it comes to rural villages and coastal areas (𝑟=0.4181 for rural villages; 𝑟=0.4733 for coastal areas). In these communities, improving attainment alone does not fully address low higher education participation.

The presence of a higher education provider can also be a decisive factor in participation. In our report, we mapped the distribution of universities and colleges in England. HE providers are heavily concentrated in core cities, and 39 of the 42 core city areas are situated inland. London alone is home to over 40 universities and HE institutions, plus numerous smaller providers, while half of the 18 rural villages in our study have only one or two universities – and the other half have none. This uneven distribution underscores how profoundly that where you live can shape whether higher education feels accessible. That said, it is not possible to say the extent to which the level of higher education provision or its supply affects the demand for it.

The limits of attainment and provider distribution in explaining disparities in HE participation underline the need for education policy that truly takes place into account. Effective approaches must go beyond national and regional averages, and at times operate at a finer level of granularity than broad place labels like ‘rural’ or ‘coastal’ can capture. Low participation is not confined neatly to rural villages or seaside towns, nor does urban location in itself guarantee access. In 2022/23, for example, the local authority area with the second lowest FSM higher education progression rate nationally was South Gloucestershire, an urban core city area. Places that appear to have similar characteristics can also experience vastly different outcomes: for instance, Oldham and Blackpool are both large towns located just over 50 miles apart, yet FSM progression rates stood at 36.2 percent in Oldham compared to just 16.2 percent in Blackpool.

These contrasts highlight why widening participation policy and efforts must engage with local conditions in a more nuanced way. Factors such as transport connectivity, the availability of part-time or flexible study, alignment with local labour markets, cultural expectations around higher education, and the strength of local support networks all shape whether HE feels achievable. It is the combination of structural, logistical and social factors that shape whether HE is genuinely within reach. Without attention to these finer-grained dynamics, place-based policy risks remaining too blunt to reach the communities most in need.

Breaking the postcode lottery

Since our report was published, the latest ‘Widening Participation in Higher Education’ data, covering up to 2023/24, have become available. Patterns of disparities in FSM higher education participation between different types of places in England have remained unchanged. And as shown in Diagram 2, gaps between different types of places have continued to grow over the past decade, under a widening participation approach that emphasises individual institutions over the collaborative, place-based, cross-sector strategy previously used.

It is therefore welcome that the government has begun to acknowledge these challenges. Its Post-16 Education and Skills White Paper commits to addressing higher education cold spots, improving understanding of local supply and demand, and tackling systemic barriers faced by disadvantaged learners. The creation of a Higher Education Access and Participation Task and Finish Group focused on tackling regional gaps and barriers across the student journey is a positive step in this direction, and one of our report’s authors, Professor Graeme Atherton, is sitting on the group.

However, recognition must translate into delivery. Our report sets out key recommendations, including setting local education participation targets as part of the government’s devolution strategy, auditing post-16 provision by place, and shifting the focus of widening access strategy from individual providers’ approach to local participation outcomes.

The evidence is clear: without a place-sensitive approach, existing gaps in HE participation will continue to widen. The closure of the University of Essex’s Southend campus illustrates what is at stake. If place continues to dictate access to higher education, individuals and the communities they call home risk being shut out, not just from higher education, but from the opportunities, skills and futures it makes possible.

Walk on by: the dilemma of the blind eye

Forty years on…

I don’t remember much about my experiences at work some forty-odd years ago, but one event I recall vividly is the discussion provoked by a case study at a training event. The case was simple, just a few lines:

Sam was working late one evening, and happened to walk past Pat’s office. The door was closed, but Sam could hear Pat being very abusive to Alex. Some ten minutes later, Sam saw Alex sobbing.

What might Sam do?

What should Sam do?

Quite a few in the group said “nothing”, on the grounds that whatever was going on was none of Sam’s business. Maybe Pat had good grounds to be angry with Alex and if the local culture was, let’s say, harsh, what’s the problem? Nor was there any evidence that Alex’s sobbing was connected with Pat – perhaps something else had happened in the intervening time.

Others thought that the least could Sam do was to ask if Alex was OK, and offer some comfort – a suggestion countered by the “it’s a tough world” brigade.

The central theme of the conversation was then all about culture. Suppose the culture was supportive and caring. Pat’s behaviour would be out of order, even if Pat was angry, and even if Alex had done something Pat had regarded as wrong.

So what might – and indeed should – Sam do?

Should Sam should confront Pat? Or inform Pat’s boss?

What if Sam is Pat’s boss? In that case then, yes, Sam should confront Pat: failure to do so would condone bad behaviour, which in this culture, would be a ‘bad thing’.

But if Sam is not Pat’s boss, things are much more tricky. If Sam is subordinate to Pat, confrontation is hardly possible. And informing Pat’s boss could be interpreted as snitching or trouble-making. Another possibility is that Sam and Pat are peers, giving Sam ‘the right’ to confront Pat – but only if peer-to-peer honesty and mutual pressure is ‘allowed’. Which it might not be, for many, even benign, cultures are in reality networks of mutual ‘non-aggression treaties’, in which ‘peers’ are monarchs in their own realms – so Sam might deliberately choose to turn a blind eye to whatever Pat might be doing, for fear of setting a precedent that would allow Pat, or indeed Ali or Chris, to poke their noses into Sam’s own domain.

And if Sam is in a different part of the organisation – or indeed from another organisation altogether – then maybe Sam’s safest action is back where we started. To do nothing. To walk on by.

Sam is a witness to Pat’s bad behaviour. Does the choice to ‘walk on by’ make Sam complicit too, albeit at arm’s length?

I’ve always thought that this case study, and its implications, are powerful – which is probably why I’ve remembered it over so long a time.

The truth about GCSE, AS and A level grades in England

I mention it here because it is relevant to the main theme of this blog – a theme that, if you read it, makes you a witness too. Not, of course, to ‘Pat’s’ bad behaviour, but to another circumstance which, in my opinion, is a great injustice doing harm to many people – an injustice that ‘Pat’ has got away with for many years now, not only because ‘Pat’s peers’ have turned a blind eye – and a deaf ear too – but also because all others who have known about it have chosen to ‘walk on by’.

The injustice of which I speak is the fact that about one GCSE, AS and A level grade in every four, as awarded in England, is wrong, and has been wrong for years. Not only that: in addition, the rules for appeals do not allow these wrong grades to be discovered and corrected. So the wrong grades last for ever, as does the damage they do.

To make that real, in August 2025, some 6.5 million grades were awarded, of which around 1.6 million were wrong, with no appeal. That’s an average of about one wrong grade ‘awarded’ to every candidate in the land.

Perhaps you already knew all that. But if you didn’t, you do now. As a consequence, like Sam in that case study, you are a witness to wrong-doing.

It’s important, of course, that you trust the evidence. The prime source is Ofqual’s November 2018 report, Marking Consistency Metrics – An update, which presents the results of an extensive research project in which very large numbers of GCSE, AS and A level scripts were in essence marked twice – once by an ‘assistant’ examiner (as happens in ‘ordinary’ marking each year), and again by a subject senior examiner, whose academic judgement is the ultimate authority, and whose mark, and hence grade, is deemed ‘definitive’, the arbiter of ‘right’.

Each script therefore had two marks and two grades, enabling those grades to be compared. If they were the same, then the ‘assistant’ examiner’s grade – the grade that is on the candidate’s certificate – corresponds to the senior examiner’s ‘definitive’ grade, and is therefore ‘right’; if the two grades are different, then the assistant examiner’s grade is necessarily ‘non-definitive’, or, in plain English, wrong.

You might have thought that the number of ‘non-definitive’/wrong grades would be small and randomly distributed across subjects. In fact, the key results are shown on page 21 of Ofqual’s report as Figure 12, reproduced here:

To interpret this chart, I refer to this extract from the report’s Executive Summary:

The probability of receiving the ‘definitive’ qualification grade varies by qualification and subject, from 0.96 (a mathematics qualification) to 0.52 (an English language and literature qualification).

This states that 96% of Maths grades (all varieties, at all levels), as awarded, are ‘definitive’/right, as are 52% of those for Combined English Language and Literature (a subject available only at A level). Accordingly, by implication, 4% of Maths grades, and 48% of English Language and Literature grades, are ‘non-definitive’/wrong. Maths grades, as awarded, can therefore be regarded as 96% reliable; English Language and Literature grades as 52% reliable.

Scrutiny of the chart will show that the heavy black line in the upper blue box for Maths maps onto about 0.96 on the horizontal axis; the equivalent line for English Language and Literature maps onto 0.56. The measures of the reliability of the grades for each of the other subjects are designated similarly. Ofqual’s report does not give any further numbers, but Table 1 shows my estimates from Ofqual’s Figure 12:

Ofqual’s report does not present any corresponding information for each of GCSE, AS or A level separately, nor any analysis by exam board. Also absent is a measure of the all-subject overall average. Given, however, the maximum value of 96%, and the minimum of 52%, the average is likely to be somewhere in the middle, say, in the seventies; in fact, if each subject is weighted by its cohort, the resulting average over the 14 subjects shown is about 74%. Furthermore, if other subjects – such as French, Spanish, Computing, Art… – are taken into consideration, the overall average is most unlikely to be greater than 82% or less than 66%, suggesting that an overall average reliability of 75% for all subjects is a reasonable estimate.

That’s the evidence that, across all subjects and levels, about 75% of grades, as awarded, are ‘definitive’/right and 25% – one in four – are ‘non-definitive’/wrong – evidence that has been in the public domain since 2018. But evidence that has been much disputed by those with vested interests.

Ofqual’s results are readily explained. We all know that different examiners can, legitimately, give the same answer (slightly) different marks. As a result, the script’s total mark might lie on different sides of a grade boundary, depending on who did the marking. Only one grade, however, is ‘definitive’.

Importantly, there are no errors in the marking studied by Ofqual – in fact, Ofqual’s report mentions ‘marking error’ just once, and then in a rather different context. All the grading discrepancies measured in Ofqual’s research are therefore attributable solely to legitimate differences in academic opinion. And since the range of legitimate marks is far narrower in subjects such as Maths and Physics, as compared to English Literature and History, then the probability that an ‘assistant’ examiner’s legitimate mark might result in a ‘non-definitive’ grade will be much higher for, say, History as compared to Physics. Hence the sequence of subjects in Ofqual’s Figure 12.

As regards appeals, in 2016, Ofqual – in full knowledge of the results of this research (see paragraph 28 of this Ofqual Board Paper, dated 18 November 2015) – changed the rules, requiring that a grade can be changed only if a ‘review of marking’ discovers a ‘marking error’. To quote an Ofqual ‘news item’ of 26 May 2016:

Exam boards must tell examiners who review results that they should not change marks unless there is a clear marking error. …It is not fair to allow some students to have a second bite of the cherry by giving them a higher mark on review, when the first mark was perfectly appropriate. This undermines the hard work and professionalism of markers, most of whom are teachers themselves. These changes will mean a level-playing field for all students and help to improve public confidence in the marking system.

This assumes that the legitimate marks given by different examiners are all equally “appropriate”, and identical in every way.

This assumption. however, is false: if one of those marks corresponds to the ‘definitive’ grade, and another to a ‘non-definitive’ grade, they are not identical at all. Furthermore, as already mentioned, there is hardly any mention of marking errors in Ofqual’s November 2018 report. All the grade discrepancies they identified can therefore only be attributable to legitimate differences in academic opinion, and so cannot be discovered and corrected by the rules that have been in place since 2016.

Over to you…

So, back to that case study.

Having read this far, like Sam, you have knowledge of wrong-doing – not Pat tearing a strip off Alex, but Ofqual awarding some 1.5 million wrong grades every year. All with no right of appeal.

What are you going to do?

You’re probably thinking something like, “Nothing”, “It’s not my job”, “It’s not my problem”, “I’m in no position to do anything, even if I wanted to”.

All of which I understand. No, it’s certainly not your job. And it’s not your problem directly, in that it’s not you being awarded the wrong grade. But it might be your problem indirectly – if you are involved with admissions, and if grades play a material role, you may be accepting a student who is not fully qualified (in that the grade on the certificate might be too high), or – perhaps worse – rejecting a student who is (in that the grade on the certificate is too low). Just to make that last point real, about one candidate in every six with a certificate showing AAA for A level Physics, Chemistry and Biology in fact truly merited at least one B. If such a candidate took a place at Med School, for example, not only is that candidate under-qualified, but a place has also been denied to a candidate with a certificate showing AAB but who merited AAA.

And although you, as an individual, are indeed not is a position to do anything about it, you, collectively, surely are.

HE is, by far, the largest and most important user of A levels. And relying on a ‘product’ that is only about 75% reliable. HE, collectively, could put significant pressure on Ofqual to fix this, if only by printing “OFQUAL WARNING: THE GRADES ON THIS CERTIFICATE ARE ONLY RELIABLE, AT BEST, TO ONE GRADE EITHER WAY” on every certificate – not my statement, but one made by Ofqual’s then Chief Regulator, Dame Glenys Stacey, in evidence to the 2 September 2020 hearing of the Education Select Committee, and in essence equivalent to the fact that about one grade in four is wrong. That would ensure that everyone is aware of the fact that any decision, based on a grade as shown on a certificate, is intrinsically unsafe.

But this – or some other solution – can happen only if your institution, along with others, were to act accordingly. And that can happen only if you, and your colleagues, band together to influence your department, your faculty, your institution.

Yes, that is a bother. Yes, you do have other urgent things to do.

If you do nothing, nothing will happen.

But if you take action, you can make a difference.

Don’t just walk on by.

The pandemic and the progression plans of young people from widening participation backgrounds

Context

Whilst much has been said about the broadening education gap caused by covid-19 (Hayes, 2021; Crossfield et al, 2023; De Witte and Francois, 2023), fears have also been raised about its impact on the next-step plans of those from widening participation (WP) backgrounds (Nelsonet al, 2021; Co-op, 2021; Kingsley, 2021), including progression to university. A Sutton Trust (Montacute, 2020: 13) report observed how ‘recessions’, such as that triggered by the pandemic, ‘are known to have considerable impacts on educational aspirations and opportunities, with’, it is noted, ‘young people from disadvantaged backgrounds more likely to have their educational decisions influenced by labour market conditions’ than their more privileged peers (Raven, 2023: 101). However, these commentators and researchers were reporting in the midst of the pandemic when much was uncertain. In seeking to provide a more recent set of perspectives, I was commissioned by a Uni Connect partnership (of local universities, colleges and schools) to gather the insights of 14 teaching professionals based in schools and colleges located in the English West Midlands. The timing of this research coincided with the easing of lockdown restrictions (UK Parliament, 2021). All the institutions involved (which totalled 15, since one participant worked across two schools) had significant numbers of students from disadvantaged neighbourhoods. Whilst the semi-structured interviews with these teaching professions highlighted a range of challenges faced by their students, they also drew attention to the kinds of support that had the potential to overcome them. The results that this blog post reports and reflects upon are based on a recently published journal article (Raven, 2023).  

Challenges

The central argument made in this article was that ‘the challenges wrought by the pandemic accentuated the engrained disadvantages those from WP backgrounds have long had to contend with.’ My interviewees talked about the impact covid had on their students’ mental health. Our ‘year 10[s] [aged 14-15] and upwards,’ one teaching professional observed, are ‘used to hearing from the media that they are so far behind and have missed so much. That is [affecting] plans for where they go’ next. Whilst the impact was evident amongst students who had struggled before the pandemic, those with ‘no previous mental health issues’ were also being affected, including in terms of diminished levels of confidence and resilience. ‘They are much quicker to give up if it is hard work’, one interviewee observed (Raven, 2023: 107).

The teaching professionals also discussed students who were now less certain about the possibility – and suitability – of HE. In part, this was because they had concerns over components of the curriculum that had not been covered. However, it also reflected the fact that lockdowns and restrictions on school visits, as well as who could visit their school and college, meant that they had ‘missed out on’ a range of outreach interventions (Raven, 2023: 101). In addition, the pandemic had reinforced students’ concerns about moving away from home and leaving the communities they were familiar with and felt secure in. It had also acerbated long-held anxieties over debt and the costs (and benefits) of a higher education, in part because of the challenging labour market conditions generated by the pandemic, including in witnessing parents who had been furloughed or lost their jobs (Raven, 2023).

Response

In seeking to address these challenges, interviewees identified the need to ensure ‘students were informed of their options.’ A process, it was argued, that should start early in their secondary school education (years 8 or 9, when they would be 12 to 13 years old), and place university in the context of the wider learner journey, including the post-16 transitions to college or sixth form. Suggested interventions included workshops aimed at exploring what HE is and what it could offer, along with sessions designed to equip these young people with the skills that would enable them to research ‘the range of [university] courses available.’ There was also a need to provide these young people, and their parents/guardians, with ‘more information about student finance,’ as well as the  ‘placement opportunities’ offered by many HE courses (Raven, 2023: 109-111). 

In addition, the teaching professionals highlighted the importance of providing young people with a more detailed understanding of higher apprenticeships. One interviewee argued that whilst their students may ‘know you can work and get paid for it,’ they have very limited understanding of ‘the ins and outs of a degree apprenticeship,’ and that these are ‘attached to a university. [More] needs to be done’, it was added, including providing opportunities for these young people to speak with current higher level apprentices who could tell them about their real life experiences’ (Raven, 2023: 111).

Whilst the provision of information, advice and guidance (IAG) was important, interviewees emphasised the need for outreach. Campus visits could dispel ‘commonly held perceptions that HE will be classroom-based’, it was argued. More broadly, providing first-hand accounts of HE could be especially important ‘because a lot of our kids don’t have parents who have been to university. So, doing those [university] trips has a big impact on the [them], and [is] something that we have not been able to do recently’ (Raven, 2023: 112).

The teaching professionals also highlighted the part that undergraduates could play as role models. In particular, those who came from ‘relatable demographic and social backgrounds.’ Various ideas for how university students could be deployed were described. These include a ‘university pen pals’ scheme, that ‘would enable those involved to ask the students about their university, their course, or anything [they] want to know really.’ Mentoring opportunities were also discussed. These could enable students from under-represented backgrounds to ask their mentors about ‘their journeys’, including ‘what the start of university [was] like, [and] how they cope[d] financially’ (Raven, 2023: 113).

Conclusion

The findings from this study suggest that the pandemic has reinforced existing patterns of disadvantage. Moreover, they provide a corrective to views that IAG and outreach support can be offered (and prove effective) as one-off activities. Instead, they underpin the imperative for a ‘sustained and progressive programme’ of interventions that not only support the development of students but counter the detrimental impact of external events (Raven, 2023: 16). However, there remains a need for more research. Not least, in hearing from the students themselves and, ideally, by adopting a longitudinal approach that captures change in views and post-18 intentions over time. It is hoped that a new research project will afford such insights.
